In the Vedic tradition, the teaching of the scriptures is done only for qualified students. Why then we publish books and openly distribute them to the public?

I have one question. Now in present era in india there is still caste system, and those of higher caste are in pride that they are brahmin, but they doesn't display brahmin like qualities. They eat meat , has ellicit sex and gambling. So it is clearly justified by lord Krishna that varna is based on karma and qualities not by birth.
But suppose if someone is born of lower caste but has brahmin like qualities, would he recieved the knowledge of Vedas or was abstained from hearing since he is from lower caste?
In true varnasrama, people would be classified by qualification, not birth. If a boy born form sudras or even candalas would show have brahminical qualifications, he would be accepted as a brahmana, and vice-versa. Caste system is what is sometimes called asura varnasrama, because it is the system followed by asuras in the lower planets. In kali-yuga asuras take birth in Brahmana families and implement this system.
Hare Krishna prabhuji, thank you very much for your reply, me and my friend are very enthusiastic about lord Krishna and most of our talks are of lord Krishna only , one day my friend saw his horoscope and told me that his varna depicted in horoscope is vaishya ( later after research I came to know that varna shown in horoscope is based upon rashi or zodiac sign) and after I checked mine and got vipra( brahmin) varna according to Vedic system since my rashi was cancer.
So prabhuji one question comes into my mind that, what is the significance of rashi in ancient Vedic system to predict the qualities of person?
